Integrate Azure Speech Translation for real time captions in various languages

Azure's Speech Translation is able to generate real-time speech translations currently across ten languages. This could allow for people livestreaming video/audio to have alternate languages available.

If this concept gains positive feedback, then we'll want to iterate on it to build out more specific requirements before we dive into development on this.
