Add Property to FilterParameter to state if that FilterParameter should be exposed in an external user interface. #171
Description
Add property to FilterParameter that gets written to the pipeline file that describes if the user wants that filter Parameter to be adjustable within BisQue.
This could be extended to other use cases where parameter studies are performed on DREAM.3D pipelines within external environments where the pipeline files are being read and decisions about what to display to users is made based on what is in the pipeline file.
