Production tracing within Istio mesh

As an operator, I want to be able to run a prod level tracing solution throughout my cluster, but the current Jaeger solution provided within istio only allows for in-memory span storage.

• Allow reference to existing elasticsearch backend for tracing storage istio/istio#8893

ac: Ensure the configs mentioned above work and create a fabrikate component which installs istio/jaeger and stores tracing data in elasticsearch
