Stellvertretung feature for Supervisors ("Betreuende") does not work

Describe the bug

For me (Kilian, k.huellen), the Stellvertretung feature for a Betreuer throws a "No permission to impersonate this specific user"

Steps to reproduce

1. Log in as (whatever role I have)
2. Click on "Stellvertretung" on the Teilnehmendenkartei of a Supervisor ("Betreuer")
3. Error is thrown, no switch to the Supervisor's dashboard as should be expected

Expected behavior

Should work exactly as it already is for participants ("Teilnehmende")
