Implement Map Veto system for ladder

Allow players to veto maps on ladder. This is the most common feature request for the ladder.

Veto System:

• A button located near the “Search” button for ladder which would say “Your Map Vetos.”
• Every new pool, the list would be changed.
• The player would be given a list of the maps in the pool with a box they can “check” to select the maps they would like to veto.
• If they select more maps to veto than you are allowed, an error could pop up or the client could simply not accept the newest “check.”
• If the veto list is not used by the player, it defaults to assuming that the player does not wish to veto any maps.
• After selection, the “ladder system” would no longer utilize the picked maps of said player and his opponent in the map picking algorithm. This should not lead to any issues where players have no possible maps to play on in any of the potential ladder systems we vote on.
• The veto quantity would be an easily changed variable preferably as over the long term, it may be a variable that gets debated fairly often.
