Feature for "Add/Remove Administrators" popup

Just a small feature for the "Add/Remove Administrators" popup - Add the last logged-in time :-)

The reason behind this is that too often there may be duplicate entries, and if you can look at the last logged-in time, you can see which entries are obsolete and can be removed. :-)

Granted, it does require you to log the time in the first place, but it's a start.

I have just implemented this and it will be available very soon. Once we get some more login data I plan to extend the NRO interface to signal institutions with inactive accounts.
