This PR changes the explainer to state that the handwriting keyword will follow the enablement rules for panning, instead of the rules for pinch-zoom.
I've also formated the "Caveats/Cons" section to a section called "Addressing concerns" for better readability while adding a paragraph that responds to the arguments presented.
