Optimize `device_segment_reduce` for small and medium varaible segment size's

#6682 introduces guarantee's API and max_segment_size guarantee, which will enable user's to pass segment size information like the maximum segment size in the input segments that enable's CUB dispatch layer to dispatch to optimal code-path's performing thread/warp reduction based on segment size.
