S3 store has a `system-features` option

Describe the bug

S3 store has a system-features option, but it can't build.

Just something I noticed while working on #14711

Steps To Reproduce

Read the manual about S3 store.

I expect that it "works" because it's generated from code (but is ignored in terms of behavior because S3 can't build)

Expected behavior

S3 store uses all its parameters.

If there's an overriding reason to preserve a parameter, e.g. it's use depend on another parameter, document when it's ignored.

Yup, the base store options in Store are....highly suspect!
