Upgrade apollo-upload-client and @types/apollo-upload-client from 18.0.1 to 19.0.0

Rationale

1. This was previously attempted by the automated dependabot job but the PR tests failed.
2. This issue has been created to fix the issue as there may be multiple dependency requirements that need updating
3. If this is a major revision upgrade, then many files may need to be updated to the new syntax, in their functions, methods and classes.
4. Other dependencies may need to be upgraded too
5. If this package is no longer being used, then remove from the repository's configuration

1. We upgrade dependencies to improve security and our code health
2. This is a good first issue

@palisadoes @Armaansaxena it was taking some time, as 19.0.0 introduced some breaking changes and I working around a fix.
