Bug: Deposit agreement autofill breaks with '&' #257

Describe the bug
The Qualtrics link generated by LD-Cool-P doesn't work when there is an ampersand in the title. Likely special character isn't escaped properly.
Reproduction Steps
Create a dataset with an & in the title. Note that the generated link does not autofill any content.
Version information
- LD_Cool-P version: 1.1.7
Expected behavior
The Qualtrics form autofills the content embedded into the query parameters
Additional context
Need to test other special characters like a question mark and single and double quotes. May need to encode the data as is done for the Readme form
