NOID is not resolving permalinks

Steps to reproduce:

1. Go to a AGSL record, such as this one https://geodiscovery.uwm.edu/catalog/ark:-77981-gmgsh41jm0c
2. Click the More Details At link, e.g. https://digilib.uwm.edu/ark:/77981/gmgsh41jm0c
3. This should redirect back to the original page (https://geodiscovery.uwm.edu/catalog/ark:-77981-gmgsh41jm0c) but it does not. Instead there is a 404 on GET | https://digilib.uwm.edu/ark:/77981/gmgsh41jm0c

This is a critical issue because when other geoportals harvest our data from OpenGeoMetadata, this is how they link back to our geoportal!

Temporary fix in place: replace "More Details" links with the full application URL rather than the permalink resolver URL.
