Move from distributed ArgoCD to Hub-Spoke pattern

The workshop is actually using ArgoCD deployed both in management and in spoke accounts.

While this can decrease the load on the management cluster, it add complexity by demultiplying the Argo CD, and it's harder to follow.

Plus if we want to integrate tools like Kargo, to promote applications between different clusters, it will be easier to have it managed from a central place
