Tool novelty: show badge for new tools

Consider adding a NEW tag to the Switchboard's "Matching Tools" page to mark/advertise tools that have been added to the Switchboard recently. The NEW tag is intended to display the new tool more prominently (not necessarily higher in the list) to users so that they are aware of the tool addition. Otherwise, frequent users of the SB might oversee the new tool.

I think the best way to specify that a tool is new is by a manual annotation with an expiration date. So the tool owner will have to say "this tool should be considered new until October". This will be checked for abuse by the repository maintainer who does the merge.
