Refactor project for development install #52

The project is not structured to allow for easy development. @TimidRobot mentions:
Before we can support developer install (with dummy data), we need to split this repository into separate wp-plugin and wp-theme repositories and refactor the WordPress install to use composer.
Description
I'm opening this issue to track the work needed to structure the project for development. Once I have a better sense of what is involved in getting the development environment set up, I will update this issue with specific changes that are needed.
