Responsiveness Issue - Dandiset Actions Panel Chevrons Overflow on Small Screens

Description:

When reducing the browser window width, the chevrons in the Dandiset Actions Panel move outside their container boundaries.

Steps to reproduce:

Go to any Dandiset main page.
Gradually reduce the browser window width
Observe the chevrons moving out of the container

Expected behavior:

Panel elements should remain contained within boundary on all screen sizes.
