As a website user, I want to find the solution for my needs so that I can find the specific solution in the variety of possibilities of devonfw.

Acceptance criteria:

• In this issue the solution assistant should be created on the solution browser start page.
• The popup on the start page will be realized later. The button from the start page can link to the assistant.
• For the assistant, a decision tree must be created for the various requirements.
