Ruby docs for OptionParser#on have a broken link #120

@mslinn

Description

@mslinn

This link has been broken since at least Ruby 3.0.

The OptionParser#on method documentation has a broken link for the text Parameters for New Options.

The desired target document is here: https://ruby-doc.org/3.4.1/optparse/option_params_rdoc.html
The broken link should be corrected.

Also, the sample program for https://ruby-doc.org/3.4.1/optparse/option_params_rdoc.html#label-Simple+Long+Names has code that needs to be encapsulated within <pre></pre>.
