Add support to configure the target branch of the PR in lmp-manifest

Currently is not possible to costumize the PR jobs for multiple branches and because of this we are limited to having the same configuration for all existing branches. This is problematic because the different branches support different machines

I think what you are saying is we have a problem like:

- name: Code Review
    type: github_pr
    params:
      OTA_LITE_TAG: 'premerge:main'
      AKLITE_TAG: premerge
    runs:  ## THIS IS NOT GOOD - I need separate runs depending on the Git branch

whereas the git-poller that runs on commits can do this:

So JobServ needs some type of feature where you could describe this. Perhaps something like:

    type: github_pr
    params:
      GIT_TARGET_REFS: |
        refs/heads/stable
    runs: ...

- name: Code Review for Main
    type: github_pr
    params:
      GIT_TARGET_REFS: |
        refs/heads/main
    runs: ...
