Load app tree from a local storage if its nodes are present locally

While checking if all app blobs are present in a local storage, composectl download app metadata from a container registry regardless whether the metadata are present locally or not. It makes sense to optimize this process and load app metadata from a local storage and fallback to loading them from a registry if not found locally.
