State Field Error in Vendor Setup Wizard When Selecting France

Issue Summary

In the Vendor Setup Wizard, when a user selects France as the country, the State field disappears, which is expected since France does not have states. However, upon clicking the Continue button, an error message states that the State field is required.

Steps to Reproduce

1. Navigate to the Vendor Setup Wizard.
2. In the Store Address section, select France as the country.
3. Observe that the State field disappears, which is correct.
4. Click on the Continue button.
5. An error message appears stating that the State field is required despite it not being visible.

Expected Behavior

• Users should be able to proceed without encountering the error.

Actual Behavior

• The State field disappears correctly when France is selected.
• Clicking the Continue button triggers an error message regarding the missing State field, preventing users from proceeding.

@jamil-mahmud bhai, want to inform you that the issue also occurs when selecting Poland as the country. The State field disappears in the same manner as it does for France.

When an issue is discussed previously in some discussion it is common that if same issue reoccurs and need to recheck then we reopen the same discussion or comment the problem in same discussion. When another discussion is created for same issue it is very tough to track and very unusual to manage.

This issue was previously raised in this Discussion and issue was created from there and by PR it is solved as well. Since you opened a new discussion by mistakenly I created another issue again which was unnecessary. Regarding this thing I would request that kindly recheck on things if they already exists before opening other discussions.
