This PR introduces an event handler for grisp_netman.
If grisp_netman is running, grisp_connect will register this handler and will use grisp_netman network events in the client state machine.
The integration is seamless and does not require additional config.
The user just needs to add grisp_netman to the app deps before grisp_connect and configure grisp_netman correctly.
For now the event handler is limited to detect when the LAN is connected or not.
