How to define new Aliases?

Browsing through the source code I came to this line:

Is this really the place where Aliases are defined? Or is there any other way? Maybe some central registry :-), well I meant a hypercore?

Is there documentation which describes how to get hold of a new alias?

@Delapro aliases aren't a public feature yet, but they are coming
