Refactor datarate parameter handling, carrier on/off detection, and cable connect/disconnect event handling among all wired models

There are several affected modules: EthernetMacPhy, EthernetCsmaMacPhy, Ppp, PacketTransmitter/PacketReceiver, etc.

The NetworkInterface module already contains code to compute the desired datarate from both module parameter and channel parameter.
