Add the option to set preference based on labels #184

What feature do you want to see added?
I would love to see an option to set node preference based on labels. Some of our nodes have multiple labels where they should be used first when a specific label is set. However, we would love to have a setting where we can say that jobs should prioritize all other workers but these and only start a job here if all other executors are in use.
Eg:
Label 'high-prio' --> Preference 50
Label 'low-prio' --> Preference 2
Currently we can only set 1 preference value, although both labels can be set.
