feature: bidirectional synchronization of existing resources on remote clusters #129

Feature Description

I would like to use kcp and kcp syncagent to create and manage resources on remote clusters through a centralized API.
However, it seems, they do not natively support to discover resources that were created outside of kcp.
I mean, I created resources directly on my remote clusters, I would like to be able to list/get them on kcp.

feature to automatically synchronize the state of existing resources created with or without KCP on remote clusters
