[Enhancement] No way to prevent bad data from polluting solution server

If bad changes are accepted by the user, leading to solutions/hints being generated in the solution server, those bad hints will be used in future solutions to similar problems. This will cause the quality of the kai-proposed solutions to degrade over time. We need to add APIs that allow the auditing/removal/approval of solutions to allow administrators to counteract this effect.

@fabianvf I think the auditing/removal/approval approach would be ideal, although it may become cumbersome, or even overwhelming, to manage very quickly in large fleets. We should consider a role based approach to begin with, which feels simpler to implement in the very short term, and provides at least some degree of a solution for a problem that is likely to prevent adoption of this component.

I think we should be tracking this as a full fledged enhancement in the enhancements repo, and discuss there the prons and cons of the different approaches.
