This is a Feature Request

Adopt a full-sync policy for Japanese localization updates.

Current

  • Contributors sometimes submit PRs with only partial updates (e.g., fixing small typos)
  • This makes it difficult to track which parts of a page are in sync with the English version
  • Reviewers need to manually check multiple commits to understand the sync status

Proposed policy:

  • When updating a localized page, contributors should perform a full synchronization with the latest English version
  • Even for small typo fixes, we encourage contributors to check and update the entire page

Why is this needed?

The Chinese localization team shared their experience in Discussion #45209:

"we the Chinese localization team made a decision two years ago -- no partial changes to a localized page would be accepted. When a localized page is updated, we urge the contributor to do a full sync. During the first month or two, it was painful and frustrating for some contributors. Later on, when the whole team see the benefit of this requirement, things get a lot smoother and easier. The reviewers only need to check the diffs between the latest upstream commit and the localized version. Done."

I have been pointing out the need for full synchronization during reviews,
but I would like to formalize this policy in ja localization document to make it clear for all contributors.
