Enable EPP Deployment with Role Instead of ClusterRole

Currently, to create an EPP with the model service, you need to create a ClusterRole and a ClusterRoleBinding, which limits EPP instance creation to users with cluster-wide privileges and makes it difficult to use it per-namespace deployments. We should replace this with a Role and RoleBinding.

Yes, MSVC can create a role for the EPP instead of relying on a ClusterRole.

ClusterRoleBinding

I don't believe MSVC requires this. It already creates a role binding using the clusterrole for EPPs.
