Bump SMO and SqlParser to include Vector data type and function support

This PR bumps SMO and SqlParser to include Vector data type and function support.

I also had to include Microsoft.SqlServer.Assessment into Microsoft.SqlTools.ServiceLayer.csproj as the newer versions of SMO don't contain Assessment bits.
