Enable PyREPL for 3.13 and above

Since #25521 allowed us to fix: python/cpython#126131

I think we can enable PyREPL again for 3.13 and above

Can you provide steps to reproduce the problem where PyREPL doesn't work (disabled) for 3.13 and above? PyREPL works for me on Python 3.13.9.

It seems that having the setting python.terminal.shellIntegration.enabled set to true, the default, will disable PyREPL:

$ python
Python 3.14.0 (tags/v3.14.0:ebf955d, Oct  7 2025, 10:15:03) [MSC v.1944 64 bit (AMD64)] on win32
Type "help", "copyright", "credits" or "license" for more information.
Ctrl click to launch VS Code Native REPL

Setting it to false allows PyREPL to work again, which is a workaround while this issue is being resolved.
