Please describe the changes you would like to see

The current version 3.0.22 finally reintroduces MSI-installers, so please re-add them to the VideoLAN.VLC manifest.
The URLs are:
x86: https://download.videolan.org/pub/videolan/vlc/3.0.22/win32/vlc-3.0.22-win32.msi
x64: https://download.videolan.org/pub/videolan/vlc/3.0.22/win64/vlc-3.0.22-win64.msi

MSI was previously removed from the manifest, because unlike older versions 3.0.21 of VLC was released without a MSI-installer. Thus they are also missing in the manifest update for 3.0.22 #319035
