Programmatically associate our Observatory Lambda function with these CloudFront distributions

Adding the Lambda@Edge function to our CloudFront distribution manually is pushing our Terraform-managed configuration out of sync. We need to spend some time validating that this is working for both sites currently utilizing this module - and terraform apply if needed.
