Improving dependency handling with Poetry #306

I think Poetry is a cleaner and better way to handle dependencies.

This handles them in a way more like cargo which is noted as one of the better approaches.

This issue is inspired by #305.

I wanted to propose this and see if people would be receptive to this change (before posting the PR)
