[BUG] KARMADA情况下指定删除无法使用

What happened:

  scaleStrategy:
    podsToDelete:
    - app-test-lt9ff

使用karamada管理两个集群，当app-test-lt9ff位于 a集群时，修改karmada集群上的配置进行缩容并且指定删除sample-9m4hp. 由于该pod不在B集群上会触发

admission webhook "vcloneset.kb.io" denied the request: spec.scaleStrategy.podsToDelete: Invalid value: "app-test-lt9ff": find pod app-test-lt9ff failed: Pod "app-test-lt9ff" not found

导致更新无法继续正常进行。

可以正常指定删除，正常缩容

it is not possible to use specified deletion in karmada, since there is no actual pods in the karmada cluster.
