That's...weird. Since your current setup seems to be able to sudo arbitrary commands, try installing Homebrew like this:

NONINTERACTIVE=1 /bin/bash -c "$(curl -fsSL https://raw.githubusercontent.com/Homebrew/install/HEAD/install.sh)"
