Description of issue

Have a look at the output below, why libreoffice-language-pack suggests multiple installs?
That being:

brew reinstall --cask libreoffice-language-pack
brew reinstall --no-quarantine --cask libreoffice-language-pack 

After detecting that libreoffice-language-pack cannot be upgraded the message should be changed to

brew reinstall --no-quarantine --cask libreoffice-language-pack 

Also make sure, that the second message about --no-quarantine is silenced in this case, currently it's shown regardless of the given params.

This package has a long history of being difficult to work with. The main LibreOffice application needs to be unquarantined by opening it once before the language pack is installed. I will open a PR to remove the advice about --no-quarantine since we have a policy of not recommending users bypass macOS security measures.

Well, I'm not sure if this addresses my request in a way that would result in a working version. Or is the message considered to be bogus?
Maybe I should open an issue upstream if there have been issues in the past? As you can see i'm not familiar with potential problems...

When you upgrade libreoffice you need to open it to clear the Gatekeeper warning. After that, reinstall the language pack. That's the best solution we have.
