Is there a package to scroll down a file below the EOF line?

I like how in VIM [1] i can scroll down past the end of file (EOF) to center the line i'm working on in the location (middle, top) that i wish.
In pulsar i cannot scroll past the EOF.
I attach pictures of what i mean.

Is there any package in pulsar that would yield the same effect?

I went searching for such a package and then found out it was a core setting! Go to Settings -> Editor -> Scroll Past End and then check the box.
