Initial Rust junk

Here's a bunch of initial stuff as a proof of concept, I suppose. It's jankier than heck and needs a lot of love, but it has the basics.

On build, it generates the hashmaps and stores them in Rust files, then during runtime all we have to do is index into them (or whatever the word is for getting a value from a map. Derp.)

Also I keep trying to use vim keybindings here, aaa!
