I've been thinking of this for a while now.

The idea that team members can upvote/downvote user stories, with certain restrictions.

One idea would be to give credits to team members every sprint. These can be placed on any user story, and they expire after 3 months or something. This will mean that no story has > 3 months worth of credits on it and thus gives extra power to newer feature requests/bugs.
