RabbitMQ 3.11 has been out of support since June 2023 [1]. I don't remember anything specific to 3.13 or 4.x that the operator relies on. The operator probably would work with 3.11, but if anything breaks, you'll get to keep all the pieces.

Our recommendation is to run supported RabbitMQ versions with the operator.
