[Tech Debt] New build system ideas for ResourceSet rules

This is a placeholder issue for @jbiers and I (or anyone else on our team) to dump thoughts and ideas around how we interact with the rules within the pre-defined ResourceSets we ship with Rancher Backups charts. It is not something we need to specifically prioritize quickly, but rather an area of concern we should keep an eye on. Then if we collect enough info here we can come up with some ideas.
