Update renovate constraints for Go and K8s versions

Currently, renovate tries to update Go and K8s versions to the latest ones available. That may cause problems in certain branches where the version is limited to the version used on Rancher Manager.

This is currently blocked while we wait for the changes @pjbgf will make to renovate-config

Issue is unblocked. A PR was merged using the new presets, but the branch used will need to change when the release branch is updated
