Accelerator mistakenly works with 0 but not NUM0

Accelerator is tied to KeyCode. When writing accelerators with number (non-keypad) shortcuts we should be using NUM0, etc.

However, in practice, these shortcuts do not actually work. But accelerators without the num do work, e.g. ctrl 0. However, they do not display correctly in the search and are not the intended behavior.

My guess is there is a problem in the event framework that is not translating 0 to NUM0 when pressed?

With 0788f72, we are now unit testing Accelerator, notably the create method. All seems to be working correctly at this layer. I suspect a problem in the scijava-ui-awt code with how actual keystrokes are being mapped to scijava-common's UI-agnostic data structures.

With scijava/scijava-ui-awt@c793026, there's a down-the-middle unit test of the AWTInputEventDispatcher. All is working, at least on macOS and Linux.
