Feature Request: Add option to disable auto trimming in CharacterCount extension

Description

Currently, the CharacterCount extension automatically trims content when it exceeds the configured limit. This automatic trimming behavior creates several problems in real-world applications:

1. Data loss during programmatic content setting: When content is loaded from APIs or databases that exceeds the current limit, it gets immediately truncated
2. Poor user experience: Users have no visibility into what content was removed or ability to make informed decisions about what to trim

The requested feature would solve these issues by allowing content over the limit to be preserved when set programmatically, while restricting user interactions to only removing characters until the content is back within the limit. Once under the limit, normal editing capabilities would resume.

Use Case

1. API content loading: Load existing content from APIs that may exceed current limits without losing data
2. Content migration: Preserve historical content that exceeds new/updated limits
3. Graceful limit enforcement: Allow users to see their full content and make informed decisions about what to remove
4. Edit-to-fit UX: Better user experience where users can see what needs to be removed rather than having content arbitrarily truncated
