Purpose

• This pull request introduces enhanced logging configuration and updates the default Azure OpenAI Vision model to gpt-4.1 across the codebase and infrastructure. It also adds documentation for handling Log Analytics workspace deletion when replication is enabled, and updates code ownership. The most important changes are grouped below:

Logging Configuration Improvements:

• Added new environment variables (LOGLEVEL, PACKAGE_LOGGING_LEVEL, and AZURE_LOGGING_PACKAGES) to .env.sample and documented their usage in docs/LOCAL_DEPLOYMENT.md. These allow more granular control over logging levels for Azure SDK packages. [1] [2]
• Refactored logging setup in code/app.py, code/backend/Admin.py, and code/backend/batch/function_app.py to use the new logging environment variables for more flexible and targeted logging configuration. [1] [2] [3]

Azure OpenAI Vision Model Updates:

• Updated Bicep and JSON infrastructure templates to use the new model defaults and removed conditional deployment logic for advanced image processing. [1] [2] [3] [4]

Documentation Enhancements:

• Added a new guide (docs/LogAnalyticsReplicationDisable.md) explaining how to disable Log Analytics workspace replication before deletion, referenced from docs/LOCAL_DEPLOYMENT.md. [1] [2]

Infrastructure Template Updates:
