The issue is described in https://github.com/JCSDA-internal/oops/issues/2939.
The changes works for my mpas-jedi case.
On ursa, quite a few ctests for fv3-jedi and mpas-jedi failed for, apparently, other reasons.
But, since this is supposed to be a draft PR to demonstrate the problem and proposed changes, I still create it .
