Add CodebergAPI forge implementation supporting the Gitea/Forgejo API (which Codeberg runs on). This enables interaction with Codeberg.org and self-hosted Forgejo/Gitea instances. I saw some chatter about this and figured I'd set a Claude on it. It seems to have done a reasonable job but I'm leaving this as a draft until I'm more confident in it. It probably wants some integration tests happening.
