A quick-and-dirty Bukkit plugin for QoL features.

• /timezone command allows players to set their timezones and then have them used for message time stamps.
• Message time stamps add the time a message was sent relative to the timezone a player set using /timezone when hovering over the message.
• Chat mentions system allows players to mention other player in messages by doing eg. <@Vatoka This will mention the player Vatoka> A sound will be played to notify that they have been mentioned.
