Rationale for this change
Adopt the change from apache/orc#2437 to simplify CMake integration with Apache ORC.
What changes are included in this PR?
Remove all useless CMake variables passed to build ORC.
Are these changes tested?
Pass all CIs.
Are there any user-facing changes?
No.
